   Actually, given the results of last November’s elections, it probably hit a year too late.  (Assuming that the hurricane was still fated to hit New Orleans at one point or another.)  If Bush’s leadership was this pathetic a couple months before the election, even voting fraud wouldn’t have saved his sorry ass.
